The Causes and Solutions to Ethnic Conflicts

Scholars of International Security have been trying to develop a theoretical approach to explain the causes of ethnic conflict for a long time. These studies have led to contentious debates but have also probed so deeply that their findings help shed new light on these issues, providing better understanding and possible solutions. Ethnic groups are defined as a community of people who share cultural and linguistic characteristics including religion, language, history, tradition, myth, and origin. This paper will explore the realist explanations of ethnic conflicts and then see how critical theory explanations offer new insight and answers to puzzles that could not be previously be explained. It will then explore several of the possible solutions used to end incidents of ethnic violence. Finally, it will focus on the debate surrounding partition as a possible solution to ethnic conflict, concluding that it is in fact a viable option for peace when implemented judiciously. According to realist explanations, ethnic conflicts are deeply rooted in cognitive and situational needs. In his article, â€Å"The Security Dilemma and Ethnic Conflict,† realist scholar Barry Posen claims that anarchy creates competition and hostility between ethnic, religious and cultural groups. Ethnic fractions act to preserve their identity and physical security through the accumulation of resources and military power. Interestingly, Posen notes that social cohesion is viewed as a larger threat than material assets in military competition. Social cohesion, he claims, derives from historical accounts of identity building which often are inaccurate and biased; thus perpetuating cultural differences and hatred of the other. [1] Accordingly, ethnic tensions are inevitable but can quickly magnify to warfare when one group coerces or dominates the other militarily or ideologically. Realists, such as Posen do not ignore the fact that â€Å"ideas† are essential elements of ethnic conflict, but rather use them support the needs of power and mutual deterrence. In his article, â€Å"Symbolic Politics or Rational Choice? ,† Stewart Kaufman attempts to deconstruct realist explanations of ethnic conflicts by introducing his own theory called â€Å"symbolic politics. † According to this theory, episodes of extreme ethnic violence are caused by, â€Å"[ G]roup myths that justify hostility, fears of group extinction and a symbolic politics of chauvinist mobilization. † [2] Kaufman believes that these myths produce â€Å"emotion-laden symbols that make mass hostility easy for chauvinist elites to provoke and make extremist policies popular. [3] Both Posen and Kaufman use the situation in former Yugoslavia to validate their respective theories. According to Posen’s realist explanation, the origin of the conflict was a primordial contentious relationship between the Croats and Serbs. Due to the past violence and aggression inflicted upon them by the Croats, the Serbs were justifiably fearful for their security. Their ability to mobilize and slight military advantage prompted mutual fear and competition from the Croats, which in turn resulted in the Serbs launching what they perceived to be a preventative war. 4] Kaufman’s symbolic politics theory suggests that the conflict was not one based on group interests or material factors, but rather, â€Å"the struggle for relative group worth†[5] and that charismatic leaders such as Milosevic and Tudjman exploited pre-existing myths and symbols which appealed to the emotions of the public, in order promote their own, expansionist agendas. [6] Upon in depth analysis of both scholars’ explanations, I found each to be very similar and plausible. In my opinion, Kaufman’s â€Å"symbolic politics† theory does not undermine Posen’s realist explanation of the conflict, but rather supports and expands on it. Kaufman’s explanation appears to be more of a critical analysis which combines elements of realist explanations (power), liberal explanations (elite manipulation of ethnic differences by leaders) and constructivist explanations (ethnic identities are constructed by historical â€Å"myths. †) In the same article, Kaufman examines the ethnic conflicts of Sudan and Rwanda as case studies to further support his symbolic politics theory. The most dominant explanation for ethnic conflict in these areas had been the realist account, which claimed that European colonialism created strife by reconstructing African identities and exploiting their resources; forcing them the compete with each other for survival. While I do believe that these realist explanations are legitimate factors, I do not think they are the only ones. After reading Stuart Kaufman’s in depth explanations, I am now convinced that value systems—or lack thereof, lie at the root of ethnic conflict. In Northern Sudan, Islamic values encouraged hostile expansionism of Sharia law, which threatened the survival (identity) of the Southern Sudanese who were unwilling to submit to it. Similarly, the creation of hostile myths against the Tutsi minority and large scale acceptance of the use of violence against them in Rwanda shows how easily populations lacking strong value systems can be manipulated by political elites into justifying the most heinous acts of violence against other human beings. Just as there are many plausible theories that explain the causes of ethnic conflicts worldwide, there too are many possible solutions. Although he is a realist scholar, Barry Posen admits that peacekeeping can sometimes be achieved through diplomatic measures, mainly by encouraging groups involved in the conflict to reexamine their past history from a more objective standpoint. Other third party options include: the creation of international institutions aimed at rebuilding domestic institutions, international treaties such as the non-proliferation policy, the use of economic sanctions, and the use of peacekeeping forces. All of these solutions have had success in some areas and failures elsewhere. When international diplomatic peacekeeping efforts fail and the ethnic conflict persists, outside powers are sometimes forced to implement material methods of assistance including military support and weaponry. Because warfare is always a last resort, the use of partitions has become a highly effective but equally controversial method used to suppress ethnic violence. According to some realist scholars, the separation of ethnic identities serves a necessary purpose; it provides people with meaningful associations and security. Chaim Kaufmann, though a prominent proponent of the use of partitions in pervasive interethnic conflict, still acknowledges that they should be used as a last resort and that the risks of partition and population transfers are only worth undertaking if they are saving the lives that would have been sacrificed if they had not occurred. [7] Critics of the use of partitions such as Radha Kumar argue that they do little to mitigate violence, but instead escalate tensions and cause mass movements of forced migration. 8] In his article, â€Å"When All Else Fails: Ethnic Population Transfers and Partitions in the Twentieth Century,† Chaim Kaufmann does a good job at deconstructing this myth. He claims that persistent violence creates refugee movements because people are afraid to stay where they are, or are at times forced to leave by opposing militant forces. Therefore, intermixed populations will inevitably become separated and the use of partitions only serves as an organizational vehicle which would enable them to resettle in a structured and protected manner. 9] Kumar’s arguments are further refuted by Kaufmann’s use of empirical data which prove that incidents of violence actually diminished when partitions were constructed in Ireland, India and Cyprus and that marginal increases of violence in those regions were not a result of the partition, but rather the lack of complete separation between rival groups within those regions. Kaufmann concedes that the case with Israel and Palestine is a special circumstance due to the fact that Palestinian threats are so pervasive that Israel’s existence is dependent on the partition. In contrast, Kumar’s strongest argument is that partition has rarely been anything more than a temporary solution to conflict, but its psychological effects are permanent. [10] After considering both sides of the argument, I believe the benefits of using partitions far out way the costs. While the psychological barriers that partitions create are an unfortunate reality, the numbers of lives they save are more important. In closing it is important to understand that each case of ethnic conflict studied has individual characteristics which make it unique and thus the causes and solutions to each situation are unique as well. Despite their variance, there is still something that can be learned and applied by studying each case. The realist explanation asserts that power and security factors are the motivating cause for conflict, but new critical theory explanations help us to see that physical and psychological security alone are not enough to deter episodes of ethnic violence. While it has been proven that material factors such as military and nuclear capability and partitions are effective deterrents, they should only be used as last result methods. International institutions, treaties and post conflict reconstruction initiatives are all instrumental in the peacekeeping effort. But in my opinion, the most effective method used for reducing incidences of ethnic violence is that of nation building. I’ve arrived at this conclusion, not only through scholarly analysis but also through personal experience. As a fourth generation Jewish American who grew up in the â€Å"melting pot† of New York City, I have been fortunate to witness the success of democratic values first hand. While I understand that constructing civic identities based on universal values of â€Å"liberty and justice for all† may seem like an overly idealistic notion, I need only to look at the success of my country and my city to know that it can be done.

Emergency Department Bottleneck Proposal

Emergency Department Bottleneck Proposal Middletown Hospital is a 200-bed, not-for-profit-general hospital that has an emergency department with 20 emergency beds. The emergency department handles on an average 100 patients per day. The hospital’s CEO has authorized the Six Sigma Team (SST) to address complaints received from patients seeking treatment between 6:00 p. m. and 10:00 p. m. The complaints are centered on waiting times and poor service. During this time the data indicates that approximately 70% of the department’s admissions occur (University of Phoenix, 2009, Course Syllabus). To address these complaints and improve performance of the emergency department the Six Sigma Team must understand process improvement proposals. The process must identify the reason of the bottleneck; identify the correct data collection method; the use of capacity planning; accurate analysis of the scheduling and controlling techniques; and identify a recommendation on staffing or alternative sources of care. Process Improvement Proposals A process improvement proposal is a mechanism to define the opportunities needed to reduce the number of steps, interactions, decision points, reports, and the length of the defined practice (Langabeer, 2008). Three key areas need to be addressed when improving a current practice. According to Langabeer (2008), these areas include increasing capacity, reducing the use of resources, and reducing the amount of variation (p. 79). For example, if the emergency department is currently seeing patients at a rate of four per hour during normal business hours, and this rate drops to one per hour during the period listed a bottleneck will result. To address this issue the department needs to provide the resources necessary to avoid the problem. However, when the reason for the bottleneck is known the correction must include steps to preserve resources. These steps must address reducing the cost per patient, removing excessive steps, and exposures that are unnecessary. Because the data shows the bottleneck occurring after normal business hours the third key area is equally important for successful performance. This area involves the development of control tools. These tools will assist the department when variation occurs, these tools can include the development of contingency plans to use other hospital resources available after normal business hours; for example the use of clinical examination rooms for patient overflow. Process of Improvement Method Edward Deming introduces a method known as the Deming Cycle to identify bottlenecks within organizational structures. The Deming Cycle comprised of a continuous process cycle that involve planning, implementation, assessment and decision-making. Deming postulated that â€Å"business processes should be analyzed and measured to identify sources of variations that cause products to deviate from customer requirement† (Arveson, 1998, para 1). Each step gives operation managers the feedback needed to determine if they are meeting current objectives. Arveson also suggest that this checklist will help reduce bottlenecks from happening while increasing productivity within every department. Comparing the Middleton Hospital use of Six Sigma methodology to Deming Cycle both methods can help reduce bottlenecks issues with waiting time that occurs during interval time of 6:00 p. . to 10:00 p. m. Six Sigma methodology uses phases of defining a problem and provide an alternative solution to the problem. The next phase includes measuring the solution’s outcomes, analyzing the outcomes’ goals and effectiveness, improving any flaws that was identified in the improvement process, and controlling any costs or activities to contain cost and resource deficiency (National Association of Health Care Quality, 2009). The Six Sigma system addresses each problem measuring a quantitative solution to be addressed by upper management and delivered to department heads for implementation. Appropriate Collection Methods Middletown Hospital needs to look at different ways of collecting data. Data collection can be subdivided into three categories with service type, department, and floor. This collection of data is valuable tool that managers need to have in order to understand the flow of business within each department. With the collection of data it will allow managers to calculate the volumes of patients during specific times. The SST will require data collected from all computers used to monitor access to the admission system. Additional data will have specific times at which the patient reported to various stations of treatment, and when the patient was discharged. A multivariate trend forecasting method will be more appropriate in this setting; the use of multiple variables about the item being forecasted allows seasons and cycles to be combined with other variables and improve forecast accuracy (Langabeer, 2008). This will give operation managers better forecasting abilities as they will be able to see trends. Finally, the SST will need to analyze the amount of resources or assets available to serve demand (Langabeer, 2008). Quantitative data needed to measure capacity will include: the number of available beds and treatment rooms, the number of key providers and other staff available at each point of care between 6:00 p. m. and 10:00 p. m. , and availability of key medical technologies and equipment. Examples of key medical equipment are diagnostic imaging, X-ray and laboratory equipment. Methods to Analyze The first step in analyzing the cause of Middletown Hospital’s emergency department bottleneck is to perform a capacity analysis that will help to identify appropriate assets and resources to serve the increased need within each emergency department. The analysis should capture statistical data in time series format that will show sequential data recorded during different time periods throughout the day. Data should be included from time periods when the emergency room is successful in handling demand as well as occurrences of the bottleneck. Creation of a control chart can also be useful in discovering areas of daily operations that are contributing to the current issue of meeting demand. Middletown Hospital is aware that they can not keep up with the demand placed upon each department with current needs. In knowing the limitations, data from the other 20 hours in which emergency department is in operation can be used to obtain values for a mean and average to be used to create a control limit. Taking data from the entire day can be used to obtain a standard deviation value as well. Data and observations that show a large deviation from the mean will alert the staff to areas that need to be updated or streamlined. The control data that is being recorded should be able to define staff ratios, numbers of patients seen, time of day, day of the week, equipment or technology malfunctions, ime of patient visit, reason, and duration. A control chart can help Middletown Hospital distinguish normal and abnormal processes within their patient delivery service. Bottlenecks Operation managers need to handle many different jobs at once. These jobs can be dealing with bottlenecks, and forecasting. Operation managers need to look at current flow of business to determine the proper amount of staffing needed to handle problems in the future. By working with an accurate forecast managers are able to see what is expected and when the flow of business will occur. When increasing staffing in any department the profitability will decrease at start, but soon will rebound as more patients realize they are receiving treatment at a faster pace. According to Langabeer (2008), one of the keys to increase throughput or capacity is to remove these obstacles or bottlenecks, which is called de-bottlenecking (p. 96). Increasing the number of staff on during peak times it will be easy to reduce the number of complaints and increase the profitability of every department. Being able to remove the barriers will allow managers to see the results within days instead of weeks. Within any department comes demand and being able to predict the demand allows managers to become better forecasters. According to Langabeer (2008), â€Å"forecasting is a collaborative process that estimates the volume of patients that will be served over a specific time period. More precisely, it is a projection of demand that will occur along three dimensions: service type, location, and time dimensions† (p. 97-98). Managers will have to better look at the forecasting they are doing in order to make sure they are using the most current data in order to predict flow and handle problems. Recommendation on Staffing Middletown hospital’s ability to move patients smoothly through the emergency department has become a conversation of complaint for patients. Due to the high volume of patients being seen during the hours of 6:00 p. m. and 10:00 p. m. changes need to be made to optimize waiting times and efficiently treat patients. The emergency department is averaging 100 patients per day which, means that 70 of them are coming through the emergency department between 6:00 p. m. and 9:00 p. m. According to Langabeer (2008), in health care, wait times are frequently a source of poor patient satisfaction and process inefficiency (p. 10). The hospital emergency department is currently plagued with a lack of staff scheduled at key times and needs to look at alternatives to better manage the movement of patients. Creating a solution for Middletown hospital means using multiple channel servers to reduce check in time and maximize on hand staff’s time management. Because a majority of the iss ues arise at a key time in the day the revision of the patient routing and flow is required. According to Hall (2006), therefore, by altering patient routing and flow, it may be possible to minimize patient waiting times and increase staff utilization (p. 221). Bottlenecks occur in a hospital emergency department because of the triage concept of putting most significant injuries first. This means many minor care issues will be pushed back. Combating this issue creating a fast track lane to handle minor care issues will decrease patient complaints and wait time. These concepts should reduce the wait time of patients within this three hour block and maximize their experience in the emergency department at Middletown hospital. Conclusion Bottleneck is often the result of an organization lacking the capacity to meet the needs of clients in delivering a particular service. Middletown hospital was given a recommendation to review its current organization capacity by examining their processes, resources, technology. A Brief Analysis Of A Streetcar Named Desire A Streetcar Named Desire, by Tennessee Williams, is an American drama play written in 1947. The play is widely considered an American classic and revolves around a cultural clash between the main characters. One of the more tragic figures is Blanche DuBois, as she is a character who feels confused, lost, conflicted, and lashes out sexually. Blanche represents the â€Å"old† South because of her way of thinking, values, and lifestyle. Contrary to Blanche, Stanley Kowalski is a main character that is portrayed as being dominant, aggressive, and sexual. Stanley represents the â€Å"new† South because of his dominance and control over Stella. Both these characters embody values which portray William’s message of the â€Å"old† versus â€Å"new† South. Tennessee Williams attempts to show through Stanley’s character that American is changing into a more aggressive, direct, and raw society. Stanley is a very dominant and somewhat arrogant character , who usually gets what he desires, such as when he rapes Blanche. Another clear example of Stanley’s dominance is the Napoleonic code, â€Å"we have the Napoleonic code according to which what belongs to the wife belongs to the husband† (35). His controlling and sexual character is evident throughout the play, including in the end in which he makes love with Stella after Blanche is taken to the hospital. Sexuality is also a theme throughout the play, as Williams is a homosexual and attempts to demonstrate homosexuality in a positive light through Stanley’s superficial and egoistical actions. An evident example is when Blanche wanted Stella to come with her and says that Stella is almost everything that she has in this world. However, Stanley sees Blanche taking Stella away and refuses to let Stella go, acting as if an animal that is protecting his territory. An example is when Stanley establishes power over Blanche through his marriage, as they are both fightin g for Stella, â€Å"Stella has embraced him with both arms, fiercely, and full in the view of Blanche. He laughs and clasps her head to him. Over her head he grins through the curtains at Blanche† (73). Stanley remains hostile towards Blanche throughout the play because of this incident, and meanwhile Blanche is having a difficult time adapting to the â€Å"new† South. Stella is unlike Blanche in the sense that she has learned to accept and adapt to the â€Å"new† South, however Blanche is still trying to cope with the loss of her husband. She could not overcome losing her husband, as he was a large part of her life and she was becoming mentally ill and delusional from the loss, â€Å"you know what I shall die of? I shall die of eating an unwashed grape one day out on the ocean† (136). An example is how she is consistently bathing to feel like a â€Å"new person†. She attempts to wash off the dirt which resonates from the past and tries to clear he r mind with frequent showers. Blanche also resorts to alcohol to alleviate her problems; however she has to hide it, as she realizes that it will hurt her reputation, â€Å"She rushes about frantically, hiding the bottle in a closet† (113). All this begins with the death of her husband.

Relevant to the fields of communication studies, a group is two or more individuals who are connected to each other by social relationships. Because they interact and influence each other, groups develop a number of dynamic processes that separate them from a random collection of individuals. These processes include roles, relations, development, need to belong, social influence, and effects on behaviour. The field of group dynamics is primarily concerned with small group behaviour. Because the teams have been together for such a long time, they have developed a familiarity with the roles of each other and so often they are able to stand in for each other. Because the employees know each other well enough they have learnt to trust each other and know what will happen in certain situations on the football field. Reducing Alienation Within every team, every member of the team has a certain part to play and this helps motivate each member because they can feel as if without them the team isnt complete and so they can feel proud of their contributions as they feel part of a team. This reduces alienation. Team members can learn from one another which would lead to increased respect for each other because they are able to see the skills that they have and realise how difficult it is to do what they do. We can relate this to Belbins theory which indentified nine team members within the team. According to Belbins theory of nine team roles, building working teams would be advised to ensure that each of the roles can be performed by a team member. Some roles are compatible and can be more easily fulfilled by the same person; some are less compatible and are likely to be done well by people with different behavioural clusters. This means that a team need not be as many as nine people, but perhaps should be at least three or four including the main team members who are the leader, plant, implementer and the co-ordinator . While comparisons can be drawn between Belbins behavioural team roles and personality types, the roles represent tasks and functions in the self-management of the teams activities. Here is a table showing the role of each member and their characteristics. Another problem with this could be that the team members would lose respect for one another because, as I mentioned earlier, each member of the team gains respect for one another because they have the skills to do something that they themselves cannot do. So if they all have similar skills than they would lose respect for one another which would mean that the team would perform as well as they should. Another problem with this is that if, for example, you had a lot of members who Belbin described as plants and no-one who was an implementer than there would be no reason for the team to exist as the aims of the team wouldnt be achieved because of the lack of the implementer, who turns the plants creative ideas into practical actions. Opportunities to Identify Talent One of the great things about Arsenal Football Club is that they allow the team members to freely express their talents. One great example of this would be the fact that The Manager, Arsene Wenger, has a fabulous scouting network which goes all around the world looking for the best talents. Once they recruit player into the youth team then they have them train with other player who they feel are of similar level as one another, this gives them a feeling that they are all equal which rises their confidence. They constantly put youth players, who have developed enough, into the first team and turn them into world-class players. In doing this some of the team members might feel less values as they might have less or more to do, than the other members, than they had before.
